Turning Point Scotland is a national social care charity who has been at the forefront of advancing national policy in the area of homelessness and more specifically promoting Housing First as the default model for all those affected by homelessness. Due to the promotion of Patrick McKay to Director of Operations we are looking to recruit an Operations Manager who will have a strategic responsibility for consolidating and progressing this area of work.

Operations Manager - with strategic lead for homelessness

£43,897- £50,451 Likely base Glasgow

The post holder will be able to demonstrate the leadership characteristics of vision, creativity and innovation, self-leadership, collaborating and inspiring and empowering people.

The post holder will provide management and supervision to Service Managers. Knowledge and experience of criminal justice and/or addictions services is desirable but not essential.

The post holder will:

  • Have extensive experience in managing Social Care Services and of providing supervision
  • Have extensive experience of Homelessness policy and service management
  • Will have an excellent knowledge of the underpinning issues and appropriate interventions impacting on those with Multiple Complex Needs
  • Have experience and knowledge of trauma and psychologically informed services
  • Have a strong values base that s/he can demonstrate through their work practice that is aligned to our aim ‘Because People Matter’
  • Hold a professional social work, housing, nursing, health or social care qualification or equivalent
  • Be able to demonstrate a record of achievement in social services management, business development, service design and development
  • Have a proven track record of leading, managing and developing staff teams
  • Have excellent written, verbal and email communication skills
  • Be a clear thinker, analytical and have sound decision making skills
  • Be collegiate, reflective and keen to learn
  • Have a vision of business development in relation to the integration of health and social care

There will be travel commitments within the region. A driving license and access to your own vehicle for work purposes is desirable.

The post holder will also have senior management on call responsibility.



Job Description


To manage services and build effective partnerships with purchasers within a designated area enabling Turning Point Scotland to achieve its commitment to quality services for clients and to continue development within Scotland.   Your main responsibilities will be to:


  • Positioning Turning Point Scotland in relation to current evidence based thinking on homelessness and leading the organisation’s Homelessness Forum
  • Ensure the continuing relevance of services to the needs of local communities by building active partnerships with purchasers to assess those needs and developing new and existing services.

  • Ensure that projects comply with relevant legislation and registration requirements and meet the highest possible standards of service delivery by monitoring and evaluating service standards with the involvement of users and purchasers.

  • Ensure the protection and best use of the organisations’ resources by implementing and observing Turning Point Scotland’s systems and procedures for financial control and property management.

  • Apply human resource strategies and plans so as to promote equality of opportunity, staff skill development and management of employee relations issues including attendance.

  • Directly lines manage and provide supervision to the registered managers of our services in your area.

  • Represent Turning Point Scotland in order to promote the aims of the organisation and support corporate communication.

  • Enable the organisation to develop and achieve its corporate strategy and plans by undertaking specific tasks as requested, as a member of the TPS Strategic Management Team and in corporate project groups

  • Turning Point Scotland is one of the founders of the European Housing First Hub and as such you will represent the organisation at an international level.

Essential Criteria

Qualifications & Experience

  • You will have a relevant professional social work, housing, nursing, health or social care qualification (or equivalent) and ideally a management qualification or the professional qualification with the equivalent sector management experience
  • You will have experience in the development (both new and evolving) and the management of services for individuals affected by homelessness and knowledge of community based addictions or criminal justice services
  • Experience in setting and managing revenue and capital budgets, including the costing of new service developments with assistance from business development and finance colleagues

Driving/Logistics

  • Experience of working in a multi-site environment where much communication is done via email and phone
  • Able to travel frequentl, mostly within the region, but also elsewhere in Scotland, which may involve working some unsocial hours and staying away from home overnight

Skills & Knowledge

  • Working knowledge of homlessness, health, and local authority structures and systems and changes including familiarity with coproduction, outcome based support and self-directed support, tendering & contracts, as well as health and social care integration
  • Skills in and knowledge of services which support people with complex needs including positive approaches to analysing and managing risk

Communication

  • Able to communicate confidently, clearly and concisely both orally and in writing including chairing meetings, emails, appropriate challenge, preparing tenders, reports and presentations

Desirable Criteria

  • You may also have experience in the development and management of another area of community based social enterprise, health, social care or specialist housing services that cover one or more of the following: addictions and criminal justice or similar area

  • Car driver and access to a car for work purposes with business use insurance desirable

The salary scale for the post will be (reduced pro rata for part time posts, the full time equivalent is a 37 working hour week)
